Update actor plugin suggestion

This PR updates the suggesion for the globallid/actor plugin to use with PaperTrail.

• https://github.com/ankit1910/paper_trail-globalid has not had any updates since 2021.
• The owner of the repo does not appear to have been active on any project on GitHub since 2021.
• The issues and PRs on the repo are not being responded to.
• It looks like the repo has been abandoned.

I've forked https://github.com/ankit1910/paper_trail-globalid to https://github.com/tttffff/paper_trail-actor and made various improvements. I have been using this in production for many months.

Some of the improvements include:

• Update to modern paper_trail so it fully works with PaperTrail versions above 9.
• Allow for using custom paper trail version classes so the plugin works with custom version classes.

This also offers a potential fix for the usecase outlined in #1507
