What does this PR do?
not important to merge, fixes unresolved symbols in spx.so if php was compiled without zlib built in
an unfortunate side effect of having brotli, watcher, attr and acl as suggested lib on php, even though extensions don't rely on php directly, they are still all getting these libs from SpcConfigUtil. may be worth changing for a little faster compile times
