Description

The following PR adds the debugger toolbar component, which contains a mode picker and a configuration button. The changes include:

• Add the react-select library to create the mode picker
• Render the new component on the homepage
• Create the debugger picker component and update styles
• Add a configuration svg icon for the configuration button
• Add the toolbar component with styles
• Update values on the globals styling scss file

Testing

• Verify that the debugger tool component matches the design on the figma file (dark/light mode, desktop, tablet and mobile)
• Verify the Mode Picker works correctly and shows the corresponding options
• Verify the configuration button component is clickable
