This is the "simple" solution to JCSDA#1842. The ideal way will be to do so via spack-packages, but since spack-stack 2.0 is out soon, this is the "easy" way. We can undo this once/if spack/spack-packages#2729 is merged and then get into 2.1

In addition to including the site config for the 2.0 release this also includes the py-scipy config change discussed in JCSDA#1848 Finally, the rocky8 config is fairly out of date, I'm removing it for now.

ParallelWorks removed the [email protected] compiler that was previously installed as part of the OS as a scl toolset without notifying us. This PR adds a README.md for the navy-aws tier-1 site that describes how to install the compilers and MPI libraries needed for spack-stack-2.0.0, and updates the site config accordingly.
