fix: 起動直後にアイコン設定を先行

Welcomeダイアログ表示前にアイコンを準備するようにしました。なお、setLookandFeelはinitProjectAndHistoryでDB初期化を行ったあとに呼ばれる必要があるため、アイコン処理のコードだけ先行して呼ぶようにしました。
