Double tray notifications after unmounting on Windows 11

Expected behavior

When I right-click the tray icon and unmount a volume, I only expect a single notification popup. This is how it works on Windows 10.

Observed behavior

On Windows 11, I get two notification popups in succession after unmounting via the tray icon. The second one pops up shortly after I click to dismiss the first one. The text in both are the same, but the second one has a circled-i information icon. (See below for screenshots.) On Win10, the single notification includes the circle-i icon.

Behavior is the same for exe and msi installs, other than the displayed program name/icon being different. (VeraCrypt versus AMCrypto.VeraCrypt, respectively.)

Steps to reproduce

1. On Windows 11, mount a volume with Veracrypt.
2. Right-click Veracrypt's tray icon and click to unmount a volume.
3. Click on the first unmount notification that pops up to dismiss it.
4. Observe as a second unmount notification pops up right afterward.
