Bug: Unable to install the Windows version of the JetBrains Java Runtime 21.0.9

Unable to install the Windows version of the JetBrains Java Runtime 21.0.9, it's not a zip file, but a tar.gz file.

To reproduce

In a Bash or Zsh terminal within MSYS2; run the following command:
sdk install java 21.0.9-jbr

The following error will be produced: (note $HOME is not actually shown, just used in this block)
