It would be great if RSVPBot showed times in the local timezone, using the zulip `<time:...>` syntax. This looks like a simple change to [`models.py`](https://github.com/recursecenter/RSVPBot/blob/d26c70677756722352f17e3382f02536657149db/models.py#L85-L89).
