Use sandwich on mobile phones

When reading on my mobile phone, I can select the home page, table of contents, or back to the top from the footer.

However, the footer will suddenly appear or disappear when I swipe the screen up or down.
I think it's a bad experience for reading.
Can I use sandwich instead of footer?
