Only show tests below specified coverage

As a user, it would be cool to append a flag to --coverage and --type-coverage when min is specified that would only show the files below this coverage amount.

When implementing tests in a non-tested repo would drastically help reduce the noise of files that already exceed this threashold.

I am currently going through this scenario in a couple of my repos, so I am happy to answer any follow up questions.

I'd also be interested in attempting an implementation. Any feedback on the best place to start would be great!
