ZWA Home like ESP Home but for Zwave

Describe the enhancement

With the release of the ZWA2 and the momentum around Z Wave at this time, It would be very good to bring the NabuCasa hardware, ESPhome and Zwave JS teams together to build a development board like the ESP32 dev board with a 800 series Z Wave chip on it and allow the maker community to build Zwave devices that work on ESP Home or if needed Create Zwave Home as a sister project.

Device information

Dr Zwave had two reference designs for 800 series Development boards on his blog a couple of years ago. having a dev board and the right software stack in HA to support it would open up a great market for longer range devices than the ESP Home products.
