Describe the feature

An option to send a persistent notification to a single device would be great as to not disturb the whole house with persistent notifications.

Use cases

This could send a follow up reminder notification to a single user, without having to disturb others

Examples

A follow up notification for emptying the washing machine - the follow up notification being a persistent one.

It seems like a great idea, although I think it would be better to be able to send them per user instead of globally. Something similar to the visibility of dashboards.
Many of the notifications I generate are maintenance issues that don't affect users.
