convert hv heartbeats to a proper service definition #131
Description
we shoehorned service definition / health check into the $hvid/heartbeat key since etcd doesn't not have a notion of service, but consul does.
It would be a good idea to look into converting heartbeat into an actual service with health check, implemented in etcd and consul, it'll probably come in handy with other services later.
