Dockerfile: Update cuda13.0.dockerfile with base image pytorch:25.10-py3

Updated base image from pytorch:25.08-py3 to pytorch:25.10-py3 in cuda13.0.dockerfile to adopt updates in cuda13.0.2.
Refined cublaslt execution logic of fp4 due to stricter API check in cuda13.0.2 updates.
