[Task] Move SBSA Post-Build Builds to Binaries

Right now, QemuSbsaPkg builds several other projects after the main SBSA platform build has completed - TFA and HAF. When users are updating and using SBSA, they are commonly updating all platforms (Q35 and SBSA) for UEFI related integration changes or testing generic changes on a virtual Arm architecture platform. These builds increase the complexity of the SBSA build impacting the ability for these updates to be performed broadley and seamlessly. Current issue examples:

• Applying git patches that do not always work during the build process
• Compiler compatibility with project requirements
• Lack of support for building with Clang on Windows
• Potential upcoming requirements for the user's environment to build Rust codee

This task tracks moving dependencies to binaries to simplify usage and integration in mu_tiano_platforms.
