Can this be used to calculate lon lat coordinate values in 4326 SRID from spatial data stored as sql geometry in 2237 SRID?

The projection function seems to want SQL Geography. If I try to use VacuousGeometryToGeography(GEOM, 4326) to convert to Geography, I get 24201: Latitude values must be between -90 and 90 degrees.
2237 is a projected coordinate system in TM.
