[ANN] wxRuby3 v1.2.1 released

This release fixes a potential problem with user defined enum classes and adds the GenericAnimationCtrl.

Unfortunately no Mac OS 13 M1 VMs are available anymore with any of the free CI providers to build a binary package for that platform.
