Change hex to RGBA from ARGB

Change 4 part hex values from ARGB to RGBA. To be more inline with web standard.

Or add type to from_hex(). Something like from_hex("80FFFFFF", HexType::ARGB), from_hex("80FFFFFF", HexType::RGBA)
