SBT 1.0 support

Current stable version of SBT is 1.0. It would be cool to cross-publish the SBT plugin for 0.13 and 1.0 SBT branches.

@LMnet Hi! You can try chrome-extension.g8 Giter8 template which I have developed to simplify Chrome extension creation based on scala-js-chrome bindings.

To create new extension just type g8 VEINHORN/chrome-extension.g8 (using Giter8 command line tool).

chrome-extension.g8 also supports SBT 1.1.0, just set scalajs_chrome_050 parameter to no.
