Toggleable tooltip prevents page from scrolling #2187

What is the problem?
When tooltip is set to toggleable once tooltip is opened, page scrolling is disabled.
Code snippets to replicate the problem
Just go to https://fluxui.dev/components/tooltip "Tax identification number" example. Click on it and see how it's not possible to scroll the page.

How do you expect it to work?
Regardless of toggleable tooltip, it should not lock page scroll.
