Add handling of `application/hal+json`

So this is a slightly odd edge case that I'm unsure is something that needs fixing here or not to be honest.

IANA registers a mime type for application/vnd.hal+json but the actual IETF Draft states application/hal+json which I have also witnessed being used in practice which is how I even noticed that mime-types was returning false.
