agent: Ubuntu 24.04
User agent: Windows 11 and Firefox 145.0

Reproduction steps

1. change to Japanese locale.
2. change to job's configure.
3. click Post-build\ Actions=ビルド後の処理

Expected Results

"Post-build Actions" move to their corresponding locations.

Actual Results

"Post-build Actions" move to Source\ Code\ Management=ソースコード管理.

If you can reproduce this but currently there is not enough information.

In the case of Japanese locale, when header.textContent is %Source Code Management, toId(header.textContent) becomes -.
Similarly, when header.textContent is %Post-build Actions, toId(header.textContent) becomes -.
Since headerId of "%Post-build Actions" has the same -, clicking "%Post-build Actions" scroll to "%Source Code Management".

Thanks for the clarification. So this is a problem of code assuming that stripping everything except basic ASCII from a UI string has a useful result, something that doesn't hold true for locales not using ASCII letters:
