Create SNODAS zarr

Create an ARCO version of SNODAS (data source: https://nsidc.org/data/g02158/versions/1) and store on the OSN pod (for the entire period of record available, for all of CONUS).

Nat-IWAAs has a copy from WY2009-WY2020 on caldera currently - around 800 GB of data.

Wes Zell is also interested in this dataset.

We anticipate this rechunking being challenging.
