Define test set of queries to verify search accuracy

## Context

Search quality and accuracy are subjective measures. We need to define objective criteria for testing our website's search results.

## Task

* Create a set of representative questions and expected results to rate potential improvements.
* Propose a plan for how we can continuously monitor search quality and also the quality of our test questions.
