Looks good! I can confirm close buttons are nice and crispy on fractional scaling and still fine on 1x scaling as well. Thanks for separating refactoring into commits!

Introduce Gala.Icon which is a clutter.actor that renders an icon while respecting the resource scale.
Use that for the CloseButton. In follow ups I plan to use this for the resize button and the window icon as well.
