"Title" metacomments

Github file navigator has a nice feature: along with the filename we can see the last commit message in this file. We can add similar feature — a short description for the file to help navigate the project and avoid manually created contents

I don't understand this proposal. Could you give a concrete example of a "title metacomment"?
