Provide an endpoint to reset students start date

There needs to be an instructor menu, probably under courses, that allows instructors to reset the start date/time for students who have already started the exam. First, we need a new endpoint that actually makes the change, and then one that provides a simple UI for clicking on students in a course to reset their time.
