Need to create VPC -as per input #111

Hii folks, I need help from your side. I have designed an webpage which is getting (user input) VPC name & location. but I can't able to create... because backend terraform is asking cidr notation. I can give cidr notation at the back end & I can run.... but i don't want that. I need like, for example, just vpc network have to create to be created as per the input of user. (if user gives, us-central1- just vpc have to create in us-sentral1, If the user gives us-central & us-west, VPC have to create. So plese help to get the code python/terraform or else please suggest any other website which has the same.
