Allow custom/pre-downloaded or way to proxy the files defined in https://github.com/actions/go-versions/blob/main/versions-manifest.json or use another versions-manifest.json that would point out to other files (proxy) ?

from github enterprise cannot directly access files defined in versions-manifest
