Describe the bug
ssbumps are an alternative to bumpmaps heavily used in official and community made content, unfortunately, clustered (dynamic) lights do not interact with them, treating them similarly to how it'd treat a flat surface, which creates a discontinuity with existing games as projected textures did work with them
To Reproduce
the biggest examples of this are visible in Portal 2's clean style chambers as they heavily use both projected textures and a bunch of ssbump textures, for instance sp_a2_triple_laser (they also use ssbump detail textures through detailblendmode 10, and it's good to make sure those work too as they don't work now either)

Expected Behavior
it should appear roughly similar to how it did prior to the introduction of clustered, that being ssbumps interacting with lighting to provide proper shading
