Remove unused storage resources or set up a system that does it automatically

Our contact from shared services is suggesting that one simple way to reduce costs is to remove unused storage disks from our azure subscription. These disks are most often created alongside new kubeflow notebooks and later orphaned. Let's go through and identify unused disks and remove them manually, or set up a system that does it automatically.

The zone team has a module in development called volume-cleaner. That might work for the aaw platform also.
