Add following configurations to all of the organization's repos

• CODEOWNERS: defines the code owners for the Proton Designer repositories
• CONTRIBUTING.md: provides guidance for contributing to Proton Designer projects
• ISSUE_TEMPLATE: includes issue templates to help contributors create bug reports and feature requests that meet the organization's standards
• PULL_REQUEST_TEMPLATE.md: provides a template for creating pull requests to Proton Designer repositories

¯⁠\⁠_⁠(⁠ツ⁠)⁠_⁠/⁠¯ CODEOWNERS isn't needed because I'm a one man team right now. Contributing Guidelines will come once people actually start contributing. PR templates feel unnecessary, but yeah issue templates are required right now. I'll do that later, however.
