[Bug]: kube_buildkit apply regularly waits until timeout

• I have already searched this project's issues to determine if a bug report has already been made.

What happened?

Even though I have not made changes to the buildkit module, applying reguarly causes a redeployment and terragrunt apply waits until the timeout causing longer than normal delays during upgrades.

Steps to Reproduce

1. deploy kube_buildkit
2. make an adjustment to trigger an update on apply
3. notice that it does not complete on first try and must wait for timeout and retry to complete.
