Test jnml repos on windows-latest in GitHub Actions #185
Description
Currently repos are being tested on windows-2019. there were errors when GitHub changed windows-latest to use windows 2022.

Something related to the HDF libraries not working on windows 2022..?
Tests working fien for now on windows-2019
