No Voice Found

I am having an issue getting the tts to play. I am using Windows 10. This is the error I get. I can get it to not error out if I change the command to start/b powershell that I found in one of the other issues however it still does not play any sound at all. I do not have microsoft defender or any other program blocking powershell.
