[Epic] Provide Arabic support for Frontend App #40
Description
When I visit the frontend app, i want to navigate and use the app features in Arabic, so that Arabic-speaking visitors can have the same user experience as English-speaking visitors.

- update Frontend app content layout to support RTL content flow #41
- Arabic and English translations for static text and labels in frontend app #42
- update Frontend app static content and labels to support both arabic and english #43
- update Frontend app dynamic content and labels to support both arabic and english #44
- support Arabic CMS Content (including content pulled from the CMS for Header and Footer Labels) #55
- investigate the possibility of allowing the client to create static content easily and converting it for a static translation process #65
