Rebuild diracx*:dev images when we have a new image here

The DIRAC integration tests start from diracx*:dev images, and then re-install the wheels with --no-deps. This means that if we added here new dependencies, we need to regenerate the diracx images for them to be taken.
The dev tag is only ever rebuilt when a PR is merged
