[Feeature] Kafka should use Brighter's Schedule Support for a Requeue with Delay

s your feature request related to a problem? Please describe.
We dropped pump-blocking approaches in V9 and added support for a scheduler. But we did not update KafkaConsumer to use the scheduler (in-memory or persistent).

Requeue with delay should use Brighter's scheduler support, and thus be restored.
