ENH: Make the dependencies more selectable

Py-ART is quite heavy to install - we should allow options of installation similar to xarray + dask

We should put together a community survey to determine the groupings of installation (ex. io, viz, etc.)

Describe alternatives you've considered
None - we need some groupings of packages

Would we want to cut out mdr -lib as well and just add the unpack script to Py-ART?
